Top Management

General Director

The management of JSC FPC’s current operations is the responsibility of an individual executive body: the General Director. The General Director is guided in his actions by the legislation of the Russian Federation, the JSC FPC Charter and the employment contract undertaken with him. The General Director functions as the Chairman of the Science and Technical Board of the Company.

The General Director is responsible for the timeliness and quality of creating and executing the Company’s budget and for preparing reports on the use of the budget for the organisation of the Company’s branches.

M.P. Akulov has served as JSC FPC’s General Director since 2009.

The JSC FPC Board of Directors elects the General Director by a simple majority. The terms of the General Director’s contract are defined by the Company’s Board of Directors.

The total remuneration paid to the General Director of the Company for all work in 2013 amounts to 2,072,175 roubles.

The organisational and functional structure of JSC FPC provides for the distribution of responsibilities in key areas of the Company’s actions amongst the JSC FPC Deputy General Directors.

Akulov Mikhail Pavlovich

General Director of JSC FPC

He has worked in railway transport since 1982.

From 1983 until 1999, he held managerial positions in the enterprises and structural subdivisions of the Moscow Railway.

From 2000 until 2002, he served as the head of the Yugo-Vostochnaya Railway;

From 2003 until 2004, he was the First Deputy Minister of the Railways of the Russian Federation;

From 2004 until 2005 he served as the Manager of the Federal Railway Transport Agency of the Ministry of Transport of the Russian Federation;

From 2005 until 2009, he served as the Vice-President of JSC RZD.

Since 2009, he has held the posts of Vice-President of JSC RZD and of General Director of JSC FPC.

Kalyapin Vladimir Ivanovich

First Deputy General Director

He has worked in railway transport since 1980.

In 2007, he was the Head of the Division of Luggage and Cargo Management and Passenger Transport of the Federal Passenger Directorate, a branch of JSC RZD;

From 2007 until 2010, he served as the Head of Passenger, Luggage and Cargo Transport Management at the Federal Passenger Directorate, a branch of JSC RZD;

From 2010 until 2012, he served as Head of Transport Organisation at JSC FPC;

Since 2012, he has held the post of First Deputy General Director of JSC FPC.

Melnikov Alexander Sergeevich

Deputy General Director of Transport Security

He has worked in railway transport since 1991.

From 2004 until 2006, he served as the Head of the Transservice Oktyabrskaya Railway Long-distance Passenger Transport Directorate, a branch of JSC RZD;

From 2006 until 2007, he served as the Head of the Wagon Economy Service Federal Passenger Directorate, a branch of JSC RZD.

From 2007 until 2010, he served as Deputy General Director of the Federal Passenger Directorate, a branch of JSC RZD.

Since 2010, he has held the post of Deputy General Director of JSC FPC.

Muslovets Alexander Anatolyevich

Deputy General Director of Economics and Finance

He has worked in railway transport since 1999.

From 2004 until 2005, he served as Head of the Division of Finance of the Moscow-Ryazansky Division of the Moscow Railway, a branch of JSC RZD;

From 2005 until 2009, he served as First Deputy Chief of Financial Services of the Moscow Railway, a division of JSC RZD;

From 2009 until 2010, he served as Deputy General Director of the Federal Passenger Directorate, a branch of JSC RZD;

Since 2010, he has held the post of Deputy General Director of JSC FPC.

Mishanin Vadim Vladimirovich

Deputy General Director of Strategic Development and Corporate Management

He has worked in railway transport since 1999.

From 2006 until 2008, he served as the Deputy Chief of the Department of Passenger Traffic of JSC RZD;

From 2008 until 2009, he served as Project Manager at JSC Integrated Transport Systems;

From 2009 until 2010, he served as the Deputy General Director of JSC Integrated Transport Systems;

Since 2010, he has held the post of Deputy General Director of JSC FPC.

Petrunin Alexander Vyacheslavovich

Deputy General Director of Production Development

He has worked in railway transport since 1977.

From 2009 until 2011, he served as the Head Engineer at the Locomotive Repair Directorate of JSC RZD;

From 2011 until 2012, he served as the Deputy Chief of Technical Policy Management of JSC FPC and as the Head of the Production Technology Division;

From 2012 until 2013, he served as the Deputy Head of Engineering of JSC FPC;

Since 2013, he has held the post of Deputy General Director of JSC FPC.

Paristaya Lyudmila Anatolyevna

Deputy General Director of Personnel Management and Social Issues

She has worked in railway transport since 1983.

From 2006 until 2009, she served as the Head of Personnel Management Services and Social Development at the Federal Passenger Directorate, a branch of JSC RZD, as well as Head of the Division of Managerial Personnel;

From 2009 until 2010, she served as Head of the Agency Network of the Federal Passenger Directorate, a branch of JSC RZD;

From 2010 until 2012, she served as Head of Personnel Management and Social Development at JSC FPC.

Since 2012, she has held the post of Deputy General Director of JSC FPC.

Kaliberdin Andrey Gennadyevich

Deputy General Director of Marketing

From 2002 until 2006, he served as the Executive Director of the Russian Marketing Association, a nonprofit organisation;

From 2006 until 2009, he served as General Director of Marketing and Investment Projects LLC;

In 2008, he served as a Senior Management Partner at Marketing and Investing Projects LLC;

From 2009 until 2010, he served as General Director of Marketing and Investing Projects LLC;

Since May of 2010, he has served as Head of the Centre for Scientific and Technological Development and Modern Technology at JSC FPC;

Since June of 2010, he has held the post of Deputy General Director of JSC FPC.

Myagotin Oleg Petrovich

Deputy General Director of Transport Organisation and Sales

He has worked in railway transport since 1983.

From 2007 until 2009, he served as the First Deputy Chief of the Moscow-Kursk Division of the Moscow Railway, a branch of JSC RZD;

From 2009 until 2011, he served as Head of the Moscow-Kursk Centre for Organizing the Railway Stations of the Moscow Directorate of Traffic Control of the Moscow Railway, a branch of JSC RZD;

From 2011 until 2013, he served as Head of the Moscow-Kiev Passenger Station, the Moscow-Smolensk Centre for Organizing the Railway Stations of the Moscow Directorate of the Central Directorate of Traffic Control, a branch of JSC RZD;

Since 2013, he has held the post of Deputy General Director of JSC FPC.

Nikitin Oleg Anikeevich

Deputy General Director of External Relations and Legal Support

He has worked in railway transport since 1979.

From 2003 until 2006, he served as Head of the Department of Long-distance Passenger Transport of JSC RZD;

From 2006 until 2007, he served as Head of the Department of Passenger Traffic of JSC RZD;

From 2007 until 2008, he served as Deputy Chief of the Oktyabrskaya Railway, a branch of JSC RZD for passenger transport;

From 2008 until 2010, he served as the First Deputy General Director of the Federal Passenger Directorate, a branch of JSC RZD;

Orlovsky Andrey Grigorievich

Deputy General Director of Regulations

In 2010, he served as Advisor to the General Director of the Federal Passenger Directorate Administrative and Economic Center, a branch of JSC RZD;

In 2010, he served as Advisor to the General Director of JSC FPC;

From 2010 until 2011, he served as Advisor to the General Director of CAO and to the General Director of Business Management of JSC FPC;

Since 2012, she has held the post of Deputy General Director of JSC FPC.

Lyapin Yuri Yurievich

Deputy General Director of Corporate Security and Head of Corporate Security Management

He has worked in railway transport since 2004.

From 2005 until 2006, he served as Head of Security Services and Head of the Division of Economic Safety of the Yuzhno-Uralskaya Railway, a branch of JSC RZD;

From 2006 until 2010, he served as Head of the Yuzhno-Uralskaya Regional Security Centre and of a structural subdivision of JSC RZD;

Since 2010 he has held the post of Deputy General Director of JSC FPC and Head of Corporate Security Management of JSC FPC.
